Coca-Cola, Walmart and FedEx are among nearly 450 companies under investigation for allegedly defrauding Baja California of nearly $50 million by taking water for use in their Mexican operations without fully paying for it. “These businesses have been systematically robbing the people,” said Baja California Governor Jaime Bonilla. More than 80 former employees of the state water agency have been suspended or fired since FisaMex, an accounting firm, began an independent audit of the agency.
