A proposed immigration detention center in Evanston pitted neighbor against neighbor in this mostly conservative oil town in rural Wyoming. The economies of such small rural towns have long depended on transient industries, the railroads, the oil business and in many, the private prison system. But a fierce ideological debate ensued as the city council and other proponents of a privately run detention center faced an equal amount of push back from the community.
